
National Policies and Strategies for Food, Land and Water Systems Transformation
Enhancing food and nutrition security in a world facing more frequent and more complex crises is of paramount importance. National Policies and Strategies for Food, Land and Water Systems Transformation (NPS) will deliver science and innovation to transform food, land, and water systems by working with partners in Africa, Asia and Latin America on the adoption of innovative, country-specific policy approaches. NPS will help countries to build stronger and more coherent policies and strategies as they tackle current crises and future development needs. NPS works to deliver three core goals: • Building Policy Coherence. NPS focuses on policy coherence at the national by working closely with existing food, land and water institutions engaged in policy making. Policy communities of practice and policy coherence dashboards will be established, and a policy-coherence mechanism will be piloted in each country, in close collaboration with CGIAR country conveners and other research initiatives with a strong policy component. NPS will also develop a cross-CGIAR policy coherence mechanism.Greater coherence will provide a more solid policy platform on which national governments and other stakeholders can shape responses to crises. • Integrating Policy Tools: Strengthening the analytical performance of countries’ institutions is a key part of building more effective policy responses. Using innovative approaches such as "training the trainer" and the co-creation of simpler and more user-friendly tools developed by CGIAR and other parters, the Initiative will play a key role in holistic policy analysis at the country level to analyze the coherence and trade-offs between policies and investments. The Initiative will enable more targeted and cost effective public and private investments, to support programs and interventions, with a focus on on the most vulnerable populations and long term environmental sustainability. NPS will support the demand-driven integration of selected policy and investment prioritization tools into countries' institutions (including at sub-national levels), such as ministries of agriculture, planning, and local universities and think tanks. Finally, through the collaboration with CGIAR country conveners and other initiatives with a policy focus, the Initiative plans to play an important role in integrating policy and investment recommendations into partner countries' policy decision-making at national and subnational levels. • Crisis Response. With its partners, NPS will build or strengthen existing policy communities of practice in each focus country around common themes and policy challenges to support effective rapidresponses to current crises and promote evidence-based decision making and policy coherence. Bringing together new analytical tools, expert experience-sharing networks and robust sources of evidence, NPS will work closely with other research initiatives and country institutions/networks and engage in crisis impact analysis and rapid response briefings with governments, international partners, and media. The Initiative will provide a rapid analysis of expected crisis impacts and possible policy actions. NPS will thus help strengthen national resilience-building and crises response effectiveness.
