Global Partnership for Sustainable Cooperation on Shared Waters
This Partnership comprises IUCN, Oregon State University and the International Water Management Institute (IWMI). The program will develop an inclusive global ‘Transboundary Waters Cooperation Facility’ at the inter-governmental level. The Facility will support the coordination, prioritization, design, preparation and funding of cooperation initiatives for transboundary water management and partnership development at basin level. The Partnership will mobilize, facilitate and implement sustained transboundary cooperative action. Integrating partnership at global and basin levels will deliver: (i) incremental steps in transboundary cooperation in basins/regions with tangible, near-term benefits; (ii) agreed, joint action plans for funding long-term strategic initiatives to strengthen cooperation and cooperative agreements in basins, and (iii) a facility for long-term coordination of diplomatic and development efforts on transboundary water cooperation beyond the program timeline. New knowledge will be developed through combining data on transboundary disputes and governance with hydrological information, benefit assessment and trade-off analysis to improve understanding and accelerate discussions and dialogues between countries. The Cooperation Facility will demonstrate and amplify this approach to other donors/investors to secure sustainable financing.
