This webinar miniseries showcases experiences from four years of work with national government agencies, and other stakeholders, to strengthen capacity for drought risk management in Jordan, Lebanon and Morocco. We will reflect on learnings from various activities to:

  • Develop drought early warning systems with monitoring and seasonal forecasting components;
  • Undertake drought impact and vulnerability assessments at the national and local levels, and focused on economic sub-sectors, communities and their livelihoods, and water resources; and
  • Develop Drought Action Plans that include preparedness and mitigation actions, triggers for drought management responses once drought has occurred, and explicit governance and decision-making frameworks regarding those responses.

The series will focus primarily on exploring how the officials and applied researchers navigated the science–policy interface and intra-governmental collaboration, obstacles they overcame during the process, and what they consider to be the greatest opportunities and needs for medium- to long-term drought risk management implementation. It will also include summary presentations of key technical and policy outputs from the project.

Each webinar will have participatory components including:

  1. a round-table discussion with project participants; and
  2. interactive sessions to reflect on the material and how we, as a diverse community of practice, can most effectively make progress on drought risk management.

Drought monitoring and early warning systems

Objective: 

Audience will understand the scientific basis and components of the drought early warning systems (DEWS) developed in each country, how they are used for policy decision support, and share ideas for their future development. 

Description: 

This webinar showcases DEWS developed through the MENAdrought project. Central government officials in Jordan, Lebanon, and Morocco now operate these systems independently and use them to support policy decision-making on drought management interventions. IWMI technical leads will present the systems, and we will hear experiences and lessons-learned from engineers in the national governments who operate the systems, as well as agency managers who use them for decision support.

Embedding drought risk management in policy

Objective: 

Audience gains an overview of the Drought Action Plan (DAP) development process and core features of DAPs. Also, they hear summary results from impact and vulnerability studies. National partners will discuss learnings from the DAP development process and their next steps in implementation of the DAPs.

Description: 

This webinar showcases DAPs developed through the MENAdrought project and supporting research on drought impacts and sources of vulnerability. Central government officials in Jordan and Lebanon, and officials from the river basin agency in Souss-Massa, Morocco, developed these plans that include drought preparedness and mitigation actions (to be undertaken outside of a drought cycle), and targeted and tiered response measures designed to reduce the impacts of drought once it occurs. The IWMI policy and technical leads will present on the DAP development process and related information, and national partners will describe their experiences and lessons-learned from the DAP development process and how they plan to implement them in the coming years.
