Yewol watershed in South Wollo Zone, Amhara Regional State, Ethiopia is a drought-prone sub-district with occasional storms and rapidly changing climate. Farmers have recently abandoned the short rains, which used to produce about 30% of the food, due to unreliable and unpredictable rains. This project is designed to capitalize on the ongoing watershed initiative, which established multiple watershed management interventions and has created an institutional alliance between Wollo University, Amhara Agricultural Research Institute and the local governments.

Consolidates research/engagement across several initiatives, on profitability, feasibility, sustainability of AWLM for smallholder farming. Informs investors on where/how/when AWM technologies can work. The ALWM project funding under WLE continues to support identified gaps in farmer led irrigation projects and strongly builds on the ongoing work under the extension phase of Innovation Laboratory for Small Scale Irrigation (ILSSI), the IWMI-TATA Partnership (ITP), the recently funded project by SDC and Technologies for African Agricultural Transformation (TAAT) and the recently acquired GIZ project in India. The work under WLE aims at providing guidelines and tools for the private and public sector to sustainably out/upscale water lifting technologies and water solution packages as a bundle.

In 2020 and 2021 IWMI will use the scaling pathway for FLI under ILSSI with private sector and adapt these to identify scaling opportunities for suitable AWM solutions (irrigation and SWC) through public-private partnerships in 2 other African countries. Special emphasis will be given to ensuring that the scaling pathways is inclusive of women and youth. IWMI under WLE will initiate a solar review in 2020 to be completed in 2021 drawing on a review in Africa and Asia. The information available to establish a geodatabase on FLI for Ethiopia and Ghana was insufficient in 2019. In 2020 the scope is adapted by identifying changes in FLI irrigation using RS. Ministries, donors, private sector entities have requested access to the spatial information to guide investments in farmer-led irrigation.

Water and irrigation in Central Asia (Bilateral activity cluster)

This project is comprised of six bilateral projects which are implemented by IWMI in Central Asia region.

1. Water management in Uzbekistan: This Programme is funded by the European Union in line with the wider framework of the EU bilateral MIP 2014-2020 for Uzbekistan. It pursues the overall objective to contribute to sustainable and inclusive growth in the rural sector in Uzbekistan in the context of a changing climate. *ENDING IN 2019*

2. Tajikistan WUAs evaluation. Objectives are: I. econometrically evaluate impacts of WUAs interventions made by the USAID project II. To identify key factors that may compromise the ability of WUAs to successfully provide irrigation services over time. III. To understand cropping decisions on kitchen plots, and identify opportunities for and constraints in cultivation of key food crops, and improving crop diversity. IV. To identify opportunities for and challenges in accommodating the increasing roles of women in water management. *ENDING IN 2019*

3. iMoMo outscaling in Central Asia iMoMo - Innovative Technologies for Monitoring, Modeling and Managing Water) *ENDING IN 2019*

4. Reduce Water pollution and carbon: This research provides a first major attempt to integrate, quantify and analyze linkages between water, energy, food, climate and health while accounting for stakeholder perceptions and social challenges in rural settings through bottom-up, cross-border cooperation.

5. Monitoring and Controlling Groundwater Levels for Improved Agricultural Outcomes in the Uzbek Ferghana Valley, Central Asia;

6. Background study to inform structuring of potential EBRD technical engagement with the Government of Uzbekistan on water management issues.

This research proposal attempts to address the following research questions:

a) To what extent could irrigation expansion, rehabilitation and improvement increase production, boost crop exports, and reduce undernutrition under growing climate variability and change? The hypothesis is that irrigation development can reduce or eliminate growing net food imports to the region.

b) What are the economic costs and benefits of irrigation development and the relative cost-effectiveness of alternative irrigation investments and technologies? Is there an evolving role for tapping groundwater for agriculture, including tubewells, drip and sprinkler irrigation?

c) What are the current institutional and economic arrangements regarding access to, distribution and use of water resources?

d) Which type of irrigation technology is more climate resilient (to extremes and long-term change)—improved watershed management, small-scale pumping; small reservoirs, etc?

In that function we provide support to all gender-related activities and also support the fragile watershed observatory managed by the Land and Water Resource Center located in Addis Ababa. The Nexus between Irrigation, Nutrition, Health, and Women's Empowerment: Endline

The project explores the impact of small scale irrigation on agricultural productivity, nutrition, and women's empowerment in Northern Ghana. In 2016, we have collected a baseline survey of 800 farmers. In addition, in collaboration with iDE Ghana, we have provided guaranteed credit access for the purchase of irrigation pumps for randomly selected 42 farmer groups (211 farmers) in early treatment villages, and training on integrated pest management for all the 800 farmers. In 2017, we plan to do the endline survey and provide guaranteed credit access for 40 groups in late treatment villages and 40 groups in the early treatment villages that didn't win the random lottery last year.

Another component of this project: Small-scale irrigation and women's empowerment in Northern Ghana, aims to contribute to the evidence base on the gender differences in access to, use of, and control over water technologies and irrigated output in Northern Ghana. Intra-household survey from irrigating and non-irrigating households will be collected from the adult male and female members of the household to compute project-level women's empowerment in agriculture index (Pro-WEAI). The project directly contributes the flagship's and CGIAR's research priorities on gender and inclusive growth.

This project generates knowledge on how to best facilitate the conversation of smallholders from predominantly subsistence farming to market-oriented agriculture. The goal is to identify the right mix of crop-livestock strategies to strengthen inclusive market-oriented development, enhance resilience, and sustain livelihoods. Because advisory services have had mixed impact in the past, we experiment with ways to ?nudge? farmers? market-orientation, which had been an expressed interest of farmers in the past. We employ an open IP Approach to better understand and effectively facilitate the change processes.

Using experimental insights and approaches to influence minor water infrastructure governance in Rajasthan/India

This is a follow up activity of the 2015-2016 WLE. Under the previous activity we played artefactual public good experiments with 300 community leaders and other local stakeholders in order to to create awareness for cooperation challenges around minor irrigation infrastructure. The experimental approaches have facilitated dialogue, shared learning, collective decision making, and strengthened the adaptive management capacity of local communities. The game setting allowed to experiment with rules and strategies. Under the activity proposed here, we want to a) better understand the impact of our capacity development approach, b) improve the experiment based institutional capacity development approach, c) develop with stakeholders strategies how the approach can be scaled up, and d) use the results to initiate discussions with key governance stakeholders on how rules and regulations can be adapted to provide incentives for sustainable water infrastructure management.
