In this paper we outline some of the key aspects of agricultural and water management policy that are needed to incentivize the key actors in the water sector to enact good water stewardship in their use of the resource. We look at a broad set of incentives, ranging from those which motivate profit and the desire to avoid penalties – as well as those incentives which rely on normative values around cooperation and the desire to voluntarily contribute towards overall social welfare.
