About the only thing I can add to Vic's comment is the government of the country needs to decide if they want the most food for the least money or,,,,, do they want to see how many people they can employ. i.e. a welfare system.
You can't keep all the local small scale farmers AND run large equipment, AND expect uniform product across many different producers AND expect the efficiencies that come with large, uniform fields.
