An interesting proposition. The role of natural/green infrastructure in building resilience to droughts is being investigated and certainly it has a potentially important role to play. One idea IWMI is investigating is called "underground taming of floods" which is premised on the idea of recharging groundwater during heavy rainfall events and then using the additional water stored in aquifers for irrigation during dry periods and droughts.
