I think “win-win” is not a myth… it’s just complicated. In the context of water resources management, it involves looking at the whole range of (beneficial) uses from agriculture through environment, fisheries, energy, potable water, navigation, tourism, mining, etc. Such an approach involves valuing these resources under development scenarios, looking at trade-offs and negotiating compensation if necessary in order to find win-win opportunities. And the overall benefit “pie” must get bigger. Am I naïve?
