Pro-Poor Intervention Strategies in Irrigated Agriculture in Asia
(IWMI-ADB Project)
The project on Pro-Poor Intervention Strategies in Irrigated Agriculture in Asia is being undertaken by the International Water Management Institute (IWMI), with financial support from the Asian Development Bank (ADB) under its program on Agriculture and Natural Resources Research at CGIAR Centers. It is a multi-country project with case studies in six developing member countries (DMCs) of ADB: Bangladesh, China, India, Indonesia, Pakistan and Vietnam. The main objective of this project is to determine realistic options for increasing returns to poor farmers through improving the overall performance of established medium and large-scale surface irrigation systems (canals). Case studies under the project will be carried out in collaboration with national research and development organizations and agencies in the participating countries.
Workshops
Two reginal workshops and a national level worksops under each participating country have been conducted under the project.

Key Recommendations of the Project

Re-orient interventions in irrigated agriculture with a pro-poor focus

Target poor locations and socioeconomic groups for new investments
-
Design investment strategies according to poverty types as no single intervention suits all types

Make irrigation agriculture investment packages more comprehensive, including addressing issues related to resource distrbution and access to support services as irrigation alone is not sufficient for achieving the desired level of improvements in productivity for poverty reduction

Provide support services necessary for increasing agricultural productivity through an integrated approach with public /private sector partnerships and establish clear linkages between irrigation policies, agricultural policies and poverty alleviation strategies Integrate the management of surface and groundwater, particularly in those situations where groundwater is of variable quality and canal water distribution is inequitable across upstream and downstream areas.

Develop mechanisms for improving the sustainability of canal irrigation systems

Implement institutional reform with an explicit pro-poor focus

Develop and strengthen the disaggregated knowledge, information and database on poverty
