Groundwater depletion has emerged as one of the most formidable consequences of agricultural development in the West Indian state of Gujarat over the last five decades. Compared to eastern region of South Asia, western India is less well-endowed with water. Besides, Gujarat faces a serious imbalance in its ground and surface water resources; 3/4th of Gujarat's irrigation occurs through wells and tube-wells; and the last two decades have witnessed wide-spread over-exploitation of groundwater with great economic and socio-ecological fall out. Gujarati farmers have proved highly inventive in creating robust economic institutions for wealth creation; for example, the state is widely regarded as the heart-land of India's co-operative movement; similarly, the first groundwater markets in South Asia probably emerged in Gujarat as far back as in 1920. However, a critical issue facing the state now is: will the Gujarati people be as inventive in dealing with the challenge of restoring the region's aquatic equilibrium as they have been in devising economic institutions for wealth creation?
