Integrated Water Resources Management In Ferghana Valley (Iwrm-Ferghana)

The Conceptual Framework for Transition to Integrated and Participatory Water Resources Management in the Ferghana Valley was approved and adopted by the ministries of three countries in charge of water resources management; the new laws enacted by these countries refer to this IWRM framework.

Institutional reforms were carried out using a comprehensive Social Mobilization and Institutional Development (SMID) approach and tested in 3 pilot canals and WUAs: Aravan-Akbura Canal and WUA Japalak in Kyrgyzstan; South Ferghana Canal and WUA Akbarabad in Uzbekistan; Khodja-Bakirgan Canal and WUA Zaravshan in Tajikistan.

The jurisdictions of the new organizations were transformed from administrative to hydrologic units; separating management and governance functions, and including major stakeholder representation in the governance process;

Demonstrated bottom-up approach - new elements like water user groups - WUGs (below WUA) and their benefits for the establishment of Water Users Associations and canal level organizations; improvements in water distribution equity along the main and WUA managed canals;

Opportunities for improved water use efficiency and methods for water savings tested with user participation; demonstrated potential for increasing land and water productivity by 5% up to 30%.

Appropriate and effective water allocation and distribution methods developed and pilot-tested at both WUA and main canal levels;

Functional National Steering and Coordinating Groups were established to support national efforts at policy level to create the legal and political environment for uptake of above achievements;
