Julie van der Bliek has 20 years experience, primarily in international development cooperation through implementation and advisory roles. Initially as a land use planner, and broadening this to natural resource management, she specialised in participatory approaches, involving resource users and other stakeholders in planning and management of their resources. This reinforced her view on the need to strengthen local capacity and build on indigenous knowledge. These experiences were broadened to other sectors such as community water supply and sanitation. As a consultant in development cooperation she undertook a number of evaluation and formulation assignments for rural development programmes. Her consultancy experiences were predominantly in South Asia and East Africa. From 1998 2002 her task were split between developing and managing a Sri Lankan consultancy firm, a subsidiary of ETC International, and continuing with consultancies. This was in line with her philosophy of the importance of growing a strong local advisory capacity to benefit development investments.
In 2003 she joined IWMI initially as a consultant for the Strategic Plan 2004 2008 and continued in 2004 at IWMI focusing on change management. Since January 2005 Julie van der Bliek is Director of the Global Research Division at IWMI. The Global Research Division is the research division at IWMIs headquarters in Colombo with around 75 staff members. At the GRD, researchers conduct global & cross-regional research, provide services and expertise in analysis of spatial data and a data platform for researchers within IWMI and other global users. The GRD consists of a diverse and multidisciplinary group of researchers.
